This dipole has been designed to be tuned over the 11-10 meter bands 27MHz - 29 MHz
so good for CB (27MHz) and amateur radio bands (28-29MHz); when all the antenna wire is used the antenna is a good match to the 27MHz CB band.
 
Pulling the wire through the cable restraints shortens the antenna effectively increasing the resonant point - from 27MHz to 29MHz and beyond...
 
Slide about 10 cm from each end and you'll be good to transmit on 28MHz 10 meter ham band.
 
I can make a bespoke antenna with a fixed frequency if required.
